My suggestion is to uninstall Cygwin and replace it with MSYS2, and replace the official Clangd build with the one from MSYS2 repos. I wouldn't use Cygwin, unless you specifically want the POSIX emulation it provides. I know for sure that this combination (MSYS2 Clangd) works without any extra configuration.
