However, Sim Settlements and it's Industrial Revolution plots have their own systems in place. You can create extra scrap with those plots. If you want to build everything else manually, then mix and max is 100% possible. Your call.

WebMy ideal scrapping mod wouldn't let YOU scrap anything extra, but when you have a certain number of settlers, and happiness is over a certain amount, they would pick up trash and leaf piles and such in phases. So phase one, they clear a path. Cars, dead trees, stuff like that that's just in the way, they get rid of.
