If you are new (as you say) then you won't be able to fly in the BFA zones, Kul'Tiras and Zandalar, without unlocking BFA pathfinder, which is a long and time consuming process. You also can't fly in Shadowlands zones (the newest expansion), but no one can, so nothing weird there.

Battle for Azeroth becomes two expansions old with Dragonflight and when Shadowlands was released, Blizzard made Warlords of Draenor flying available to everyone with the Pathfinder still rewarding the mount.
